It is a bottom-up approach. It is a dynamic system in a sense. A sphere that hangs upon the instances of the environment, upon these forms of life. Without a context, an utterance has no real meaning or no meaning at all.
A sphere to which we contribute, to share as a formalized system. But it is not the main knowledge substrate. The substrate is within the gel-pack that is an instance of the environment and that in turn gets accustomed to the (new) environment.
The intelligence definition is to be framed far lower. The framing should be made further down at the "weights" levels. That animal intelligence helps to find the organism the way around without the need of a higher formalization level such as language.
The better language engineering approach. The Sphere. The substrata of language.

Language as the meaning of the words depending on the language-game within which are being used (regardless of a specific language.) Language Game is Wittgenstein's concept, that Chomsky overlooks, afaik; not sure if further nowadays studies and books mentions it if they construct further on the concept.
The Sphere: certainly there is a global space to which we still add, albeit human made concepts seems to be close to exhaustion. Next true gen AI / or we disrupted by next gen tech. would begin to add something new to it. The Sphere developed over millennia, grew epistemologically and conceptually with the help of all kinds of further expansion of the agents within environment: like clash of cultures, migrations, cultural interchange.
Are there concepts lost for good with the dead languages/peoples? At this point in history, with the LLMs as meta-exposers, not much.
The concepts are there, in a way, they just needed to be discovered, or needed to be exposed to you by other agents. If one had used to do a thing in a way and call it that. Then that this was passed on to the next tribe was only natural to adopt. The receiver had the concept within, just it did not named that or it was not even named, or was naturally to be accepted.
Organism: on a panpsychism scale it feels like it's more than a rock. Permanence: if rock exists beyond language, then rock beats language to it. Classes of relations between blanket classes as necessary parts of the environment fill for the agent's emergent enaction ability.
The existence of the language Sphere seems to entail that we can think of the Sphere blanket. But also maybe not: if this would have to be framed in sync. to our frame, this would represent one of the fill-in elements of the agents' environment itself, without the need of further formalization of it in the first place. An emergence enabler substrata both alive and dead. A tool invented and to be used by that specific "form of life."
Whereas further down, the language Sphere rests on top of some "weights". That is the molding of the brain into an environment. The basic one. As in the animal-level intelligence that surely helps OK the organism to find its way around without the need of a higher formal level.
The formal way, I cast it as an EE-framework. That would comprise in the "Evolution in Environment" premises. And this would account for the further discarded actual views on intelligence, consciousness, even a possibility to look through non-egological stances.
