We can hardly create an (artificial) entity that is able to have and communicate by leveraging our representations. Then how we could expect that some aliens are capable to do that?
We are a biomass, a blanket, a planet riding through space. With very own representations framework (that it is probably 100% environment endowed) then how could we be detected or how can we detect others?

We are part of the biomass on this planet.
We are the biomass developed in this particular way.
We posses a meaning in our own way.
In order for aliens to see us, they must have their meaning ways at least vaguely resembling our particular ways.
If this to happen, they should approximately be able to have representations that resemble ours.
We are hardly capable to create an entity (be it artificial) that is able to have and use our representations. Then how would some "aliens" can have some representations that resemble ours?
And that is very probable to be a very weak chance ever to happen. (Well it is good to look for Earth like systems, but then this comes with the the problems of time sync. and distances.)
If some initial conditions differ, it could be that their meta-cognitive representations would be so off that they would not even know that they should look after something that resembles ours. I find this an example of a true unknown unknown.
And we are in the same position.
The notion of "alien" could be itself even only a projection of ours. There is no such thing as an alien.
If an alien should know what for ex. "water" means, then it would need the same latent spaces to be shared. When I say water it means a lot of things. Flow, drink, moisture, blue, etc. If that alien would have that in his representations, then it means that it is a planet that is Earth II, roughly same biomass, etc.
"Only of a living human being and what resembles (behaves like) a living being can one say: it has sensations; it sees; is blind; hears; is deaf; is conscious or unconscious". (Wittgenstein, 1953).
